Marc Ellinger is a member of the Jefferson City office, representing businesses, individuals and committees in disputes, with extensive experience in legislative and rulemaking practice, environmental regulatory issues, issues of state and federal constitutional law and the related litigation and appellate practice. BIOGRAPHY
Marc Ellinger is a member of the Jefferson City office, representing businesses, individuals and committees in disputes, with extensive experience in legislative and rulemaking practice, environmental regulatory issues, issues of state and federal constitutional law and the related litigation and appellate practice. He is also actively involved in representing businesses and individuals in gaming law, particularly with respect to the Missouri Gaming Commission license and compliance matters. He has 20 years of experience in election law and affiliated campaign finance work, including the representation of candidates, as well as ballot issue campaigns and Political Action Committees across the State of Missouri.
Marc has drafted initiative petitions covering a broad range of subjects and has been involved in the coordination of campaigns and litigation on ballot measures, both as a proponent and opponent. As a Certified Public Accountant, Marc has also extensive background in sales, use and property tax law, both in the administrative law context and in general litigation and transaction structuring.
His government regulatory law experience began as legal counsel in the Missouri State Auditor’s Office in 1993 and has continued to the present with extensive experience in legislative and rulemaking practice, environmental regulatory issues, issues of state and federal constitutional law and the related litigation and appellate practice. He is also actively involved in representing businesses and individuals in gaming law, particularly with respect to the Missouri Gaming Commission license and compliance matters.
Marc has been with the firm since its inception. Prior to that, he was litigation counsel for the Missouri State Auditor, a statewide elected official, and advised the Auditor in constitutional and tax law matters, including arguments before appellate courts of the State of Missouri and the Missouri Supreme Court. In that capacity he also advised the State Auditor on matters related to municipal finance. Prior to the State Auditor’s Office, he worked in private practice as a general litigator.
Marc is Chairman of the Board of the Missouri Public Entity Risk Management Fund and a past Chairman of the Board of Associated Industries of Missouri, the largest business trade organization in the State of Missouri. He is also past President of the Rotary Club of Jefferson City, Missouri; a Presidential Elector in 2000; and was recognized by Missouri Lawyers Weekly as an Up and Coming Lawyer. He also served as Treasurer of the Missouri House Republican Campaign Committee. Marc currently serves as Presiding Commissioner of Cole County, Missouri.
