Evan Kennedy (né Rodriguez) has joined the firm as Counsel in its Jefferson City and Columbia offices, practicing appellate litigation, constitutional disputes, elections and campaign finance, regulatory and administrative law. Evan’s experience in private practice and state government provides him unique insight into legislation, litigation and administrative avenues for achieving client objectives and delivering outstanding results.

During his time in private practice Evan has handled civil litigation in state and federal courts and administrative agency proceedings. Evan entered private practice after serving as law clerk to the Honorable Duane Benton of the United States Court of Appeals for the Eighth Circuit. In this role, Evan gained unique insight into judicial decision making on complex legal issues and how advocates can strengthen their cases in trial and appellate courts.
Evan previously served as General Counsel to former Missouri Governor Michael L. Parson. In this role, he advised the Governor in areas including legislation, state operations, agency regulation, emergency response, and judicial appointments. He also served as St. Louis City Circuit Attorney following the resignation of Circuit Attorney Kim Gardner. Prior to joining the Governor’s Office, Evan served as a legislative analyst in the Missouri House of Representatives and as an assistant attorney general in the Missouri Attorney General’s Office.

Evan received his Juris Doctor from the University of Kansas School of Law in 2019 and his Bachelor of Arts in philosophy from the University of Missouri-Kansas City in 2016.
